1. Call to Order: @ Noon, DG Bob

5. LUNCH @ 12:15

Cabinet Meeting 1:00 PM.
1. Opening comments: DG Bob
Gov. Bob said we had a cake to celebrate gain of 18 members
Gov. Bob presented 4 Certificates of Appreciation for work members have done
Bill Severson - work on getting books ready, PDG John Jenson - for all the work he did on the audit of the district books, Jodi Burmester -- work on Stuff the Bus and the directory, Eric Holthaus - for the work he did on the directory
2. Approval of August Cabinet Meeting minutes
Motion Phil to approve 2nd Walt motion passed
3. Approval of final budget
Final budget along with final reports for State and District Conventions were made available to everyone. John Jenson spoke about his time and work he did on the budget final report. We are in a strong financial position. One recommendation-- clubs should send checks for non district items, like L.C.I.F, Eye Bank, Leader Dog and W.L.F directly to Funds. There is no need to pass it through the District. It looks like we need to look at our policies. They are on the budget sheet to maintain an audit trail. Question on -- WLF Directors expenses in regards to an overpayment (repayment of an overpayment) Motion to approve Neil Winchell 2nd Dale Boness

4. A Tall Tale ===== by District Story Teller: PDG Neil Winchell
Gov. Bob only granted time for one great story from Neil. It was good laugh about a pharmacist.

Gov. Bob also wanted to thank Scott Grover for all his diligent work on the dreaded list server with a gift of Swiss Cheese.

Dr. Chandra Presentation 20 min. with Q & A
Gov. Bob asked Melissa Witte, Executive Director of Combat Blindness International, to introduce our guest speaker Dr Suresh Chandra.
Dr. Chandra offered great insight into his program offered through Combat Blindness International. His work looks be a great continuation in the fight against blindness. Currently they are doing 12,000 surgeries a year. All the work is done on a volunteer basis.

Committee Reports:

1. Adult Vision Screening: Todd Vieau/Dick Cashwell

2. Alert: IPDG Daryl Porter/Bill Teft
Report is on file McFarland Cub first club to start an Alert project. First District Convention meeting will be on Oct 28 (DC - March 14-15). Daryl - 14 clubs have been submitted for club excellence awards
3. Affiliate, ADP Sue Hineline, AL Greg Clark
Indicated membership is on the increase. Reworked the district policy manual. Restoring Hope Transplant House is their mission this year
4. CARE/LCIF: Doc Esser/PID Pete Cerniglia
Restoring Hope, Doc is in MN. Doc Esser recommended a committee be formed (Bob, Pete, Doc) to help decide where to place the CARE Funds. Report per 1st of Oct. presented - one set out at the meeting. Lioness donations have been wonderful ($2,500) and lots of supplies. Collected so far $138,973 includes Wisconsin Lions Eye Bank donation of $100,000. Link to Restoring Hope Facebook page.
A discussion followed on where the Care Funds would go. Motion to take Care Fund monies 1/2 to Restoring Hope and 1/2 to Combat Blindness International to expand Eye Clinics locally by Emmett Reilly 2nd Jodi Burmester
Motion passed. John Jenson indicated the he thought we are reacting to an issue without planning or thinking it through.
5. Candidate Search, PDG John Jenson
1st & 2nd vice district governor and WLF director papers are available.
Need to be submitted by Dec31, 2013 Copies to Gov. Bob and John Jenson
State Convention will be held at the Kalahari Wis Dells May 15-17th Info in Feb newspaper International in Toronto Jul 4-8
Jim asked for approval for Happy Whistler's take a float to the International Convention Missed motion Dale Boness 2nd
Motion passed will now be taken to the Council of Governor's
6. Children's Vision Screening, Dave Hineline
Dave is looking for information on how many clubs work with schools. 268 screenings were done with 9 referrals The new camera is in. Platteville got their camera. No training schedule has been set.
7. Constitution/By-Laws/Policy: PDG Arlen Milestone
Updated copies of the Constitution/By-Laws/Policy were placed on the table. Meeting talked about honors banquet numbers have fallen. Asked for a resolution to strike the Honors night to allow more options. Motion passed

10. Diabetes: Dale Boness
JDW $300,000 raised 2000 shirts were given out to walkers. ADA walk working with Fox 47 news. Please support the Diabetes Fund. Cross Plains will Lions Camp will be switching focus to eye health

Stuff The Bus 77 clubs participated across the state $155,000 -- 17 clubs in our district participated

27. USA /Canada Lions Leadership Forum: Tammy Rockenbach
Kansas forum, all sessions were taped (89 Wis Lions present) next Forum Sept 11-13 in Puerto Rico -- will not need a passport
28. WLF Directors: John Dickson/ Sam Powell
John played a 6 minute DVD about Camp Hopes we all will continue to support the camp and all of our other funds. Make sure we get the deer hide signs up. There was $93,000 collected last year. Need more collection points for deer hides.
29. Wisconsin Lions Missions, PDG Glen Spring, Erling Isely Asked permission to change to allow Mission work to be done outside of Mexico. Monies purchased fire truck that was sent to Matamoros, Mexico. March 2 of this year they Honored Bob Sours, had a large parade, all signed banner and gave it to Gerry Sours.
Neil Winchell 2nd Jerry Schmitz motion to continue collecting Money for Wisconsin Lions Missions eye glasses and allow change in focus outside of Mexico also.

30. Youth Exchange: Ben August
Program applications available. Changed to allow students in the Lions Clubs also
Finally got their budget done for the state program ($30 / camper per day) look to spend $5,500 to $6,000.
31. Tail Twister: Dennis Gullickson $225 total 3 winners donated winnings to $50 Youth Exchange $32 Wisconsin Lions Foundation $32 Combat Blindness International
6 bottles of special brew donated by Glen bids were taken donated to Combat Blindness International
